You don't have to intend to murder someone for it to be murder. If you know your action could reasonably be expected to cause the death of someone then it's murder. If you deliberately knife someone then you know you could cause their death. It may well reduce their potential sentence though.

CCTV of the actual murder. Killing someone apparently to nick their bike. Thick cunts. I doubt he meant to murder him from the CCTV, just a nasty little prick without a dad to buy him a decent bike so he decides to rob someone else.
Capital punishment? If he's still legally a child then maybe life imprisonment. Anything less is bollocks.
